Mr Rishi was able to do just that because the United Kingdom is considered a safe bet. If it wasn’t the money markets would have let him know. Whether an Independent Scotland or Wales could do likewise is somewhat debateable. An independent England almost certainly could.

Unfortunately the debt junkie had very little choice. The government (along with most others worldwide) chose to close the country down in order to deal with the pandemic. Short of seeing people who were unable to work perish in the gutters, the money for their sustenance had to come from somewhere.
