It could be, of course, that a greater proportion of Black, Asian or people from an ethnic minority background commit crimes. Just a thought.

I am not au fait with the adjective 'structured' in this context.
A cursory look suggests that people who appear to be bright enough to know better are looking to over-simplify a complex social problem by hanging a trendy label on it.

Zacs-Master, no im not, but they seem to have a propensity for crime compared...ill say this and for all, what the uk needs is apprenticeships
not everyone fits a mold ie uni college etc, hands on jobs, god know we need builders sparks plumbers plasterers etc.
