The code says "harassing, bullying or other inappropriate or discriminating behaviour" will not be tolerated.

It adds that ministers are "personally responsible" for how they act - and that they can stay in office "for so long as they retain the confidence of the prime minister".

Considering the publicity it had and the effect upon her reputation, surely the public, full support of the PM would have been beneficial?

It's been taken seriously. It's been the subject of an official inquiry.

He should give her a dressing down and warn that whilst her enthusiasm to try to get things done is appreciated she may not remain in position if she doesn't improve her ability to bring folk with her rather than bully them into it, in future.

Bullying accusations have followed Priti Patel around for years. Civil Servants are of course subservient to their Ministers, but that doesn't mean that they can be bullied, or that they're obliged to put up with such inappropriate behaviour. It's frankly shameful that it's tolerated or even being actively encouraged and praised.

Apparently, Johnson has backed Patel, and his adviser on appropriate Ministerial behaviour has resigned. That should speak volumes: Patel is being protected for political reasons, and basic standards of decent behaviour are being ignored.

As I said above: Johnson will protect and cover for his ministers regardless.
I suspect we’ve not heard the last of this with the resignation of Sir Alex Allen.

She cannot admit that her behaviour was wrong because then she would have to go: no minister judged as she has been has ever resigned. Both she and the PM are effectively calling Sir Alex A’s judgment wrong. No wonder he has resigned instead.
