When will the recommendations be implemented or are they being unnecessarily obstructed?

The recommendations can't take effect until the Government has laid them before Parliament, which it has yet still to do.

The boundaries were supposed to have been redrawn during the Coalition Government of 2010-15. Mr Clegg agreed to support it in return for the referendum on PR. The referendum was held but then Mr Clegg and his LibDem colleagues threw their toys out of the pram and refused to support the move, blaming the Tories for failing to support reform of the Lords. It was postponed until "2018 at the earliest".

Since then, of course, "other matters" have seen this issue (along with just about everything else) take a back seat.
