Apparently so, why else would he issue that statement?

As pixie says, he does not have to say anything.He has probably made that statement to pre-empt any accusations.

I have always thought that photographs don't lie, but maybe they do these days. Seems anything can be photoshopped, so maybe Andrew did not have a foot massage from a young lady at his friend's home.

ZM; And did you, as a couple of my friends have done, form your opinion when seeing the ubiquitous photograph of him with his arm around the young girl's waist? I believe she was 17 at the time and must admit, it does look a bit 'iffy' to say the very least. Then again, he just may be a very, very friendly guy:-o

Doesn't everyone make a statement in an attempt to clear themselves of any accusation?
There's no smoke without fire.
AOG. He issued the statement because he is a high profile royal and would have had advice to issue it, and even have the wording chosen for him.
