I live in a typical mid-England market town. most of the residential estates are on the east side of town, and the retail parks are on the west side. there's a bus service of sorts from most estates but they only go to the town centre, where there's nothing but arity shops, phone shops and card shops. the retail parks have virtually no bus service, and they are (for the reasonably fit) about 25mn walk from the bus terminus in town.
simply put, it's very difficult to live here if you don't have a car, and willing to bet many other towns are the same. simply divorcing people from their cars is a non starter unless there's a political will (and the budget to match) to provide an alternative.

It will [get much dearer] Tora, it will. The General Public need to be drip fed that cars are bad news for the environment. It's started but it will be a while (and a very brave Govt) before we're told 'only business use' (which companies and individuals will be heavily taxed on) / Only on certain days / etc etc.
Our village would be impossible to live in without a car. There is no shop (nearest sub-PO is 2 hilly miles away) and on Wednesday and Thursday mornings a bus runs to the nearest town and back 2 hrs. later. Most houses have to have 2 cars. The pub, the church, the Community Centre and the school would cease to exist. Unthinkable that people cannot have their own transport.
Too many cars is not the route cause though. Too many people who naturally want their right to move privately as they please, is.
The answer is fewer folk, but it's a long term solution, not helped by every generation so far putting off dealing with it, so it gets worse and worse and then more and more oppressive sticking plaster solutions are favoured to help in the short term.
More roads might help jams until the real issue is sorted. Pollution probably needs a combination of tactics.
Decent town planning where pleasant residential areas are within walking distance of commercial areas to work in, would be a good aim.

Not to mention wasted space for shopping, and wasted space for walking, wasted space for living, wasted space for eating and drinking, wasted space for crop growing, wasted space for park strolls. Wasted space for places of learning too, and wasted space for police stations. More wasted space for hospitals. etc. etc. etc. So much wasted space we could free up then.

one of the most persistent causes of congestion at certain times of the day is deliveries by truck to "metro" shops and coffee outlets - because these typically have no store space (to maximise retail floor area) these establishments need to be serviced on a "just in time" basis multiple times a day. electric vehicles won't change this.
