I fear you’re right. Racists and bigots won’t change their spots just because of a code of conduct. They need to be expelled from the party.

Good to see you standing up against racism. Will be great to see more of that on AB.
I think that is a separate question from "can this code of conduct make any difference?"
In answer to what you have asked, yes I think it can provided it is well policed.....its much harder to stop someone from thinking/feeling something than it is to stop them doing something.
It will make not a scrap of difference to those who regard Judaism and Zionism as one and the same. It’s simply a token effort in order to be seen to be ‘doing’ something.

Won't solve the problem for Labour, wouldn't solve the problem in any Party.

But at least they are trying.
