Sounds a daft idea anyway. It's all very well figuring out the existing issue is too large to solve, but that is no reason to basically give amnesty; which is what I read the article to mean. It would be tacit approval to all and sundry to try it on too, hide/wait long enough and you'll be ok. You always have to try to tackle the problem whilst hoping someone can work out how to prevent it continuing at all.
