//Labour would guarantee apprenticeships for every school leaver in England who "gets the grades" by 2020, Ed Miliband has said. The party's "guarantee" would only apply to young people who gain '"level 3 qualifications," which are equivalent to having two A Levels. //

If we write off kids who fail academically but, given the opportunity, would potentially excel at practical skills, we’re wasting a lot of talent. Another short-sighted plan from Ed & Co.

Getting a degree level qualification while earning even £2.73 an hour is a lot better than earning nothing and running up a £23,000 student loan debt over 5 years.
Zacs - the question is about school leavers, so the £2.73 rate I quoted is correct.
The question might be but your answer was misleading and I felt it should be expanded to avoid possible 'that's outrageous' type answers.
The implication is that apprenticeships should only be awarded to those who deserve them. This is short-sighted. There are doubtless thousands of youngsters not as capable academically but have other practical skills that could be wasted and thus opportunities are unfairly denied to them.

Anyway, perhaps Lord Sugar should be having words with Millipede?? He knows a thing or two about these things....
