I most certainly am not defending women being forced to wear the burka. Either being forced to wear it or not to wear it is very wrong. Everyone should be allowed to wear whatever they like, including the burka.

Domestic violence and oppression goes on in all cultures, religions and races and forcing a woman to wear a burka or stay indoors is oppressive and abusive, but surely such a woman has a better life if she can go out? She may see that other women in her community wear a hijab or go bare headed and there is hope that she may find the strength to do something about it.
A woman in an abusive relationship kept behind closed doors is in the worst situation of all.

Women should not be allowed to wear the burkha in a bank, or anywhere where identification is required.

However, I am uncomfortable with an outright ban in public. I think the same guidelines that apply to motorcyclist should apply to the burkha - common sense needs to prevail.

Rather than accepting that some Muslim women are forced to wear the burka, and justifying that by saying “surely such a woman has a better life if she can go out?”, we should be telling those men in no uncertain terms that they are wrong and what they are doing is completely and utterly unacceptable in any civilised society. It is that culture that needs to change. Women shouldn’t be obliged to accept rules imposed upon them by men and they certainly shouldn't be expected to be grateful that they are allowed to go out!
The problem with a public ban is that it puts us in the same boat as those who force women into the burkha.

We would not be saying, "Hey Muslim women - we're giving you the freedom of choice that Western (and most other Muslim) women enjoy"

What we are actually saying is, "You are not allowed out like that". In a strange way, rather than giving more freedom to these women, we're actually going to curtail it.

No but they would be in their right to put into action certain security measures.
I am defending someones right to wear what they want.

You do not know each woman who wears a burka personally, you cannot say what they want to wear anymore than i can.
