Not banned, but good manners might come into play.
It's socially unacceptable to tell a stranger they are a short arse, but a group of friends will have nicknames for each other far worse than that.

We will stop calling people short a*** when everyone stops referring to anyones body shape in any way, that means no calling people fat, skinny, boobless, ugly, spotty, bald etc. etc.
Think he's being a little bit precious here.
Perfectly reasonable to describe or call someone as short @rse, fatty, baldy and smelly, behind their backs, but not to their face.

I don't like the dwarfed "git" but he does have a point.

No different from the boring continual jibes at my very tall friend, e.g. "is that snow on your head, or dandruff", string bean, etc.

I think criticising someone's appearance in any respect is not polite. I was taught not to make personal remarks.
Is it still okay to call his wife ugly and common?
Is it because he's a short-arse - just a thought!
I have noticed most short men have a chip on their shoulder regarding their lack of stature, this does not mean that they should be ridiculed for it, we all come in different shapes and sizes - put it down to your genes.
