Why, whatever services do you expect of your milkman?LOL. Milk and most other foods that he sells are not subject to VAT, so he wouldn't be cheating the Revenue on those , whether for his employer or himself, if self-employed. If he's selling milk for cash and not accounting for the takings then he's either stealing from his employer or cheating the Revenue by not declaring the income, but that's really not what the government is making, or ought to be making, a fuss about. You can't complain about cash businesses, because most shops are cash businesses, but you can about, say, builders who are VAT registered and do a £10,000 job on a house for cash when it should have VAT charged on it.
