is the hole in a bass drum in an industry standard place and a standard size?

or does it vary from brand to brand and size of drum etc?

Don't think so, and yes, I think it does vary as you suggest, not only according to brand and size but also taking into account construction, music genre and, indeed, the drummer's personal style and preference.

Some drummers don't have them at all.

Well of course, the 'head' can be rotated to place the hole in any position, and drummers can buy from a wide range of different heads, for front and back of the drum. They can also be cut to order or done at home.
It is a personal preference, added if the drummer wishes to mic. his bass drum so it can be fed through the p.a.

With more sophisticated sound systems, the hole in the front skin is dying out - far smaller mics' can be fitted inside the drum shell with superior results.

he tends to put a cushion inside the drum to deaden the sound...is this to counteract the hole?

im buying a decal vinyl for it you see...so was considering the design based on the hole...but should i just get a hole sticker and effectively seal the hole?
woudl that work?

No, a cushion in the bottom of the drum is simply to take the 'ring' out of the drum sound, and give it a fatter flatter sound - nothing to do with the hole, which is to allow a microphone to pick up the sound direct from the drum.

If you want a design on the drum skin, why not simply buy a new one, and have the design put onto it? Sealing the hole is really not an option, it's easier and cheaper to replace the skin.
