Download Ephpod and install on your new laptop, then its just a case of attaching your ipod and running the program. It will then transfer all the songs across to your new laptop ready for you to run itunes.

If any of the songs were downloaded from the itunes store then they will be protected and you will have to either authorise your new laptop to play them or google for a program that will un-protect them (Fivestar free tunes ?)
If the songs are on your iPod, you can use software such as yamipod to load it onto your new laptop. Do this before running iTunes on the new laptop though.
