That's probably the original definition, but in most of the old blues songs, lyricists who usually sang their own material were very fond of bigging up their sexual prowess, using innocent words which wouldn't offend innocent listeners. If you listen to Muddy Waters use the phrase in 'Mannish Boy', I think you can guess what he's inferring!

Well, Minnie the Mooch "was a low down hoochie-cooch" so I'd imagine a Hoochie Coochie Man would be a sort of pimp-come-dealer.
