This looks like a homework question. If so, the best anyone can do is point you to various sources, but then again at least some should already have been provided in any class on the topic.

And better still, add a few more words to your "question". e.g "Has anybody any views on whether there is a always a relationship between democratic culture and good governance? Have you any examples of where it seems to be apparent or where it is not?"
There is no relationship. Democratic culture means (typically) 53% of the people get rich by taking the other 47% to the cleaners.

Good governance considers everybody's welfare.

Unfortunately Mankind has yet to discover a sure means of ensuring the latter, and falls back on democracy as the lesser of many evils.
