I’m trying to remember the name of a music publication from the 70’s.
It was in newspaper form (not NME or MM) and it had a cartoon in it with characters called Rocks Tar and Necks Tweak. Don’t know if I’ve spelt those right.
I don’t think it lasted very long.

i don't recognise those characters, but was it "Disc"? a prominent (and my favorite) part of Disc was J.Edward Oliver's page - examples here

in 1975, Disc was subsumed into Record Mirror.

Thanks, mushroom, but I don’t think that was it.
It looks like “Disc” was around a few years, but the one I’m thinking of didn’t last too long.
