Teenage lad walking down street, he had shirt outside trousers. As he passed us I saw his belt was below his bum. He had no underpants on and his shirt lifted in the breeze. Full display of a naked bum!

Leaning on our balcony last night, Caran....overlooking a small car park a lad appeared and began to pee in the corner.....a serious offence here....
Dave got out his phone camera.....I whistled and the lad turned around...quite startled....I do a good whistle....
Dave flashed the camera....and the lad ran.....but not having replaced his bits....honestly! Men!

kval I never came across this behaviour when I was younger, I'm 75 and OH is 80 so it comes across as a bit of a shock.

It goes back to inmates who were either willing to have sex with other inmates for 'perks' or the property of other prisoners for sex in US jails, having your pants hanging down was a code Caran. It gained popularity because it was edgy and hip hop ( in Gloucestershire ;-)
