there has been an untaxed vehicle still being daily used on our road, the tax ran out 9 months ago and the dvla have confirmed this, it has been reported daily by a few residents over the past 2 weeks and was uplifted the other day, what fines etc will the driver have ??

When you say it was 'uplifted' do you mean it has been taken away by the authorities?
If as you said, is being used on a daily basis aswell as maybe reporting online to DVLA, ring your local police's non-emergency number and inform them that, there is no tax held, yet it's being used on a daily basis and you would reccomend that a unmarked car waits up the road. Just to drop the hint lol. Also maybe add some small white lies to ensure it is acted upon, such as .... the driver never is seen wearing his seatbelt, always tend's to drive with excess speed, tends to often drive in a careless/dangerous manner. Let me know what you do about it, also can you let me know if you find this info/suggestions of any use
do people actually read the question? Seeing as the car has now been taken away and the person just wants to know about the penalties, i doubt your answer IS helpful!
By the wording of the last part of your question, it would appear that the car is yours and you are hoping to find out what will happen.
Anyway, it would be the registered keeper, not the driver who would be fined.
