Local councils make it up as they go along. some guidelines say wardens should wait 5 minutes (10 for a van) to see if loading / unloading is taking place. But wardens dont always take much notice of this, and once you get a tiket it is a pain to do anything about it. But you should appeal to the issuing authority who will usually ignore you for a few months then demand paying again. at that time you can apeal to the cpas who then can overturn the decision if you can prove your innocence (takes up to a year but it should be done)
