my brake pedal keeps going from a high braking point to low and my handbrake is sometimes quite stiff, sometimes quite lose. Anyone know what may be wrong before i take it to garage.

Take it to the garage, with weather like this you want your brakes to always be in top form.
chances are you have drum brakes and the handbrake cable is sticking, that is one reason that would cause your problems, I would get it checked out asap!
Rear wheel cylinder seized or leaking 4Get.
Possibly rear shoe linkage inside rear brake drum seized.
There is a slight chance you have a combination of seized caliper front too (but not likely)
What car is it?
The sinking brake pedal might also mean the brakes need bleeding or the fluid changing. It should be changed every couple of years as it deteriorates and often absorbs contaminants which affect braking.
Sounds as if the vehicle needs a thorough service.

Air in your system regards your foot brake, at the rear of you car the brake cable run through outer sleeves that cannot be lubricated, you can check the handbrake route by jacking up the car ( SAFETY IN MIND) & check the cable route for road muck, if you can raise the car clean if possible the route of the handbrake & direct WD40, the way the weather has been of late salt & grit has entered the mechanism at the (IF DISKS) disk, if a drum the Mechanium to a point is protected but grit can still enter the drum.

Best check rear brakes/cylinders then. Bleed after cylinder replacement if needed.
Then check fronts are free in calipers.
