I have a Rover 75 estate car which was originally supplied to Sweden with 17 inch alloy wheels. I want to get a set of steel wheels for this so I can get winter tyres for next winter. Does anyone know if they would be interchangible? Would I need different wheel nuts?

Just ask your tyre depot to put winter tyres on your alloys
The two important things are
PCD (pitch circle diameter)
Wheel offset.
Bolt hole numbers.

Steels from many Rovers "could" be used .. but you just need to check the offset, too.
If the current allow wheels have steel sleeves inserted at the bolt hole locations, you may well be ok. But if they are special bolts, you will need steel wheel bolts. eBay or breakers yard!
