A friend of mine has bought a commercial vehicle to have it re built as a horse box the cabs vinyl is a bit grubby any answers as to what will clean and restore this surface of the dashboard

Hot soapy water and a hard brush to get into the plastic . when it has dried spray a silicon based polish on it and spread that around with a thick paint brush. that way the air vents and all tight spaces around the dials will also shine.
