not sure all lease companys do but the contract/leasing company who is part of the group of businesses i work for does...we often have to make plates for vehicles coming off lease for auction
the 2 things are not related. Lease the car, go and buy a reg, I don't see any link.
im assuming you are intending transfering a plate you already own
The two things can indeed be related - it will depend on who is the Registered Keeper of the car.

The lease company may retain their role as RK and in such circumstances the company is the only entity able to change the registration.
All leasing companies we have dealt with are happy for private plates to go onto their vehicles.

If you are the registered keeper, you deal with the plate transfer and just have to let them know when it is complete, so they can update their systems with the new registration number.

If the leasing company is the registered keeper, you will need to ask them to deal with it for you. They will probably charge an admin fee when they put the plate on, and another one when it needs to come off at the end of the contract.
