Is it true that anyone can contact the dvla and say 'hey, who does this reg belong to?'

Yes you can, for �3.

However, you must show a good reason for needing to know - the car hit your car and didn't stop; the car has been dumped on your land and so on.

It usually helps if you have a crime number.
they wont just give out info willy nilly as this is in breach of the data protection act
And if it is a crime or a police related incident (yes this will cover civil offences sometimes) why not let the police do the work for you?

They may not give you the info direct but can do it free of charge via PNC simply on their walkie talkies.
