My car was recently involved in an accident and the third party has admitted liability. The engineer has been around and deemed the car to be "Beyond economical Repair". They made me an offer that i'm not happy with, can i refuse this offer and ask for a second offer or do i have to take what they give me???

Yes - you can refuse it. and see if they increase the offer.
get some ideas of how much it will cost to replace your car with a like for like model.

Get details of cars for sale with same mileage and specs and service history and then present that to your insurers.

They will often give you a low offer to start, its up to you to prove that replacing the car will cost you more.
Always, Always refuse the first offer, they will increase it, if your not satisfied do as RED says.
