I've been sent a letter from a British company claiming payment for ticket in issued Belguim. Can they take me to court in the UK? would they win?

If you did commit the offence, then why not. Hopefully they will take you to court and win, and enforce payment. Then all the foreign drivers who flout our laws, will hopefully get punished also.
