Faulty lights and road safety

Does anyone else live in an area where about 10% of all cars have at least one faulty light, more often than not a headlight?
As it's fast approaching the time of year when lights will be in almost constant use should there be a crackdown in the name of road safety?

Funny, isn't it, that if the police weren't concentrating so much on the operation of 'safety' cameras they could be catching perpetrators of the neglected 'minor' traffic offences (and collecting all of the associated �30 Fixed Penalty Notices) which would also increase road safety.
