Is it possible to succesfully apply a pasted border to a fairly low relief wallpaper ?

Most border rinstructions advise me to apply to a 'flat surface'.

Yes. We had them here before we decorated.
We have them in our hallway, we have two different types of wallpaper there, both are raised (rented house, they were here when we moved in), we have to apply a border to disguise the join in the two different papers. They are applied exactly the same way as on a flat surface.

If you want it to "tie in" then cut wallpaper back to the width of your border and lay border directly on wall
