Junction 10 - M40

Just before J10 on the M40 (heading north) there is a folly on the left.. All it means to me is 'half-way there/home', but I wondered what on earth the building is for...? Any answers would be delightfully recieved...

North (coming North) from Cherwell services.. bear in mind, I failed Geography CSE .. I think the services are (from south to north) Oxford, Cherwell, Warwick.. and only a couple do KFC! Hence the marmite sandwich packed lunh.. (not bloody paying those prices!!)..

I've seen people abseiling down that.
It's called a folly because there is no purpose.
