My friend is living in Canada for the past 3 months and intends to stay there for at least a couple of years. He has lost his U.K. driving licence, how can he apply for a replacement and what would he have to send to the DVLA in Swansea?

As he is in Canada, he should start the process there. Whatever Province he is living in has its own Ministry Of Transport, and each Province has slightly different rules and regulations. Tell him to go to the nearest MOT office...I do hope that he is not in Quebec:)
