I haven't bought a new car for 12 years but I can remember being offered a choice of a few different numbers, has that changed now as a friend who is buying one said the garage say there is no choice you have to have what is available

They now usually give you the choice of 3.
I was told the same for my car 60 reg, but when i got a Motorbike i had a choice from about 20 - 61 reg. may be a difference, but I have 2 private reg plates only £250 each, so not bothered to much.
Well the garage can give you a choice of the numbers that they have got but they don't have to, is a courtesy. You can't choose any number though, only the ones that they have been given by the DVLA
It depends on the dealer. Some give a choice, others don't - but only from those they have been allocated.
And, of course, it's LETTERS that you may choose - the last three characters of the plate.
