The head light and rear light on my 2001 Peugeot Trekker 100cc scooter are really dim.
I've not had the bike very long and I hadn't noticed before until it started getting darker eariler.
I've tried changing the bulbs.
When I apply the brake the back light is really bright.

Is there any way to make the head light and rear light any brighter?

Take the lenses off & wash the inside of them, replace the bulbs with new.
I had the same problem with my old Lambretta 175 centuries ago and a local dealer solved the problem by re-magnetising what I think was the flywheel - but it could have been the magneto. In any case a Peugeot scooter dealer should be able to fix it.
Try fitting a Xenon bulb in place of the standard one . They are a lot brighter.
The brake light is supposed to be brighter as it is a warning light and needs to stand out from the rear light.
Look here you can get Halogen lights or a 45 watt instead of a 35 watt standard bulb.
