BICYCLE - BRAKES NOT RELEASING

hi, i have a push bike, but when i pull on the front brakes, and then left go, one of the pads doesnt release, ive tried adjusting it where i can, but cant seem to fix it, can anyone shine any light on it?

probably going to get shot down in fllames here, but have you checked the cables for grit or possibly give them a squirt with WD40 or some other oil?
