can you stop in a black cab rank to unload a car of stuff?

Why would you want to do that? You wouild get a ticket if caught.
Those spaces are licensed .. by our Council friends .. and if they can fine you for a bin lid being open .. they will fine you for being in one of 'their' spaces. Sorry.

because its the only bit of road nearby that you can stop...town centre
You can park on single or double yellow lines to unload a vehicle, assuming it would be impractical to do so from a distance and you are not causing a danger / obstruction UNLESS there is also a no loading/unloading order in place which should be clear from signs and or kerb markings.
Duff info there, on no account can you stop and unload on DYL

And that is the law nationwide, not restricted to Kingston. The loading / unloading must be continuous - you can't take a box indoors and have a cuppa before leaving.

No waiting and no loading/no unloading are different regulations and each have their own signage and road markings.

You MUST NOT wait or park on yellow lines during the times of operation shown on nearby time plates (or zone entry signs if in a Controlled Parking Zone) – see 'Information signs' and 'Road markings'. Double yellow lines indicate a prohibition of waiting at any time even if there are no upright signs. You MUST NOT wait or park, or stop to set down and pick up passengers, on school entrance markings (see 'Road markings') when upright signs indicate a prohibition of stopping.

I don't know the legal stuff,but would you want a load of cabbies yelling at you?I would as one of them if there is one there and see what he says
Oscarkim, you don't seem to be able to grasp that 'no waiting' and 'no parking' does not mean 'no loading or unloading' or 'no dropping off passenger'.
You cannot stop in a taxi rank to load/unload. See s.240

thanks all ...i guess ill just have to drive round and round the block and throw the stuff from the windows as i pass...
Contact the council and/or police. See if they can suggest a solution to your problem, you'll be surprised how helpful can be when they can a genuine need.
Don't forget you can park on nearby double yellow lines to unload.

You must have been if you've been nicking people for unloading in a no waiting area.

that's reassuring, the people employed to police our parking restrictions don't know the law! wonder how many people have been incorrectly "nicked" and therefore made unjustly out of pocket over the last 30 years?
and have licence points unjustly, oscarkim.
Just to clarify a point for all the so called experts, all the DYL in the area I worked had the kerb markings, thus making it illegal to stop on them. Matter now closed I hope.

bit different but I was done for parking on a bit of tarmac by side of a small side road there were and never had been no parking sign or anything else there and i had parked there for years, When i objected and pointed this out I was told there was no parking there I took photos to show there were no signs, The next time I passed a few days later there were no parking signs and double yellow lines freshly painted on the tarmac . I still had to pay my fine no matter how much I objected.
