Declaring sorn

I have a friend that forgot to declare sorn and was fined by dvla. Eventually this unpaid fine was passed to debt recovery and has since been paid recently and the debt recovery people told that the car was now scrapped. The car was actually scrapped back in jan. Does this friend have to notify dvla, and could they be fined for not doing this sooner even though the car has now gone or will it be ok?

I will tell him that, is there a certain timescale in which this has to be done before incurring a fine?
