tightening handbrake

hi ive got a vauxhall astra and its a t reg im having problems with the handbrake basically its not doing anything. does the car have to be jacked up so i can tighten it. i was told the teeth on it was wearing down and that was what causing it to loosen up? how much would a new cable cost? thanks

Does your handbrake stop the car if you pull it up and hold it?

If the ratchet teeth on the pawl do not hold the handbrake on renew the ratchet.

Why do you need a new cable?

sorry but im unsure i took it to a garage for the front pads and discs and a clean up and adjustment of the back breaks. when i picked it up the mechanic said that the handbrake may come loose again because the teeth are worn down. also, no it isnt holding the car at all.????????????
