If it's the C14SE or C14NZ engine, both 8 valve ones, the book time is 1.1hours (1 hour 6 minutes), and you don't need any locking tools, but you might need a special spanner to adjust the water pump (if you do it by the book).
If it's the late model 16 valve X14XE engine the book time is the same as above, but there are two cam sprockets which have to be kept lined up spot on. I've done them without a locking tool between the sprockets, but it's way easier with one as they tend to move when you're fitting the new belt.
If you're in any doubt, get a garage to do it for you, we always change the tensioner too, guide pulleys as well on the 16V engine.
