It will fail
That's like having 2 brake lights and one isn't working or 2 wipers and only one working
Are you sure it has 2 rear fog lights a lot of cars only have one on one side and on the other side its a reversing light. What make and model is it?
I think all cars only have one fog light.

Because they are white it is to stop people getting confused in fog that a car may be approaching them if it has two white lights.
our car has 2 fog lights. In fact it has 4, 2 front and 2 back
Basic rule is if it's there it has to work.
A vehicle may be fitted with two rear fog lamps but UK law mandates that only one is required to be fitted (and therefore testable) to the centre or offside of vehicles first used on or after 1 April 1980.

If your car has two rear fog lamps, 1 nearside and 1 offside, and the nearside lamp (not testable) does not operate but the offside (testable) does, that is an MOT pass.
Further .. many cars have 'what looks like' a pair of them .. to keep car looking symetricallly pleasing from the rear : )
However .. only one may have a fitting and bulb.

?

front fogs are white, rear fogs are red.

thanks for everyone's input, I'm sure it has 2 but as it's an estate car it's not easy to replace the bulb and it's the offside that is okay,so it is in tomorrow so will let you know how I get on
