It could be The Simpsons.
One of Marge Simpson's sisters ( Patty Bouvier ).
Both sisters smoke cigarettes, but I have seen a clip of Patty smoking a cigar.

That is correct. In the episode when she got married to Troy McClure ("I didn't say he was dead, I said he sleeps with the fishes") she smoked a cigar outside the restuarant.
