Music from Holiday and ?Lock Up programme?

This is now the second time I have heard this piece of music - on tonights Holiday programme (people were on a boat in the Azures and were facing a storm) and also as a trailer to a BBC2 programme recently about ?releasing people from prison or leaving them locked up (sorry but I do not know what it is called).
I can best describe the music being played by a stringed instrument possibly a harp.
