Answer is two words, both of which start with the same letter:
No. 71. To hesitate and decide not to do something. (5.5 letters)
Dilly Dally would answer the "hesitate" part but not the "decision" part.
Can anyone sort me out please? Thanks.

Thanks squarebear. I thi k Dilly Dally fits the "hesitate" part but not the "decision" part. At least my diictionary doesn't give that meaning to the phrase.
