I'm looking for the title of an animated children's short film, Polish perhaps, about a town with floating people who are forbidden from making a sound for fear of waking  the king.   Has anyone heard of this?

This film was aired on television as part of KCET's 'Storytime' episode in Los Angeles. It was aired quite awhile back --I would say in '95 or '96.

This is all I could find I'm afraid, not sure its the same thing.....
