Ofcom has fined the BBC 150,000 over the Brand / Ross "gaffe". But won't this fine be shouldered in reality by BBC licence payers? Therefore, who has really been punished and will it have a knock-on effect , i.e. increase in licence fee?

Well at a good guess the licence payer. It's the same for everything though, whenever any company, hospital, the police etc are sued it's joe public who eventually foots the bill....
Yes it will be the viewers.

The cost of a colour television licence rose by 3 to 142.50 from April 1.

For WHAT!!!!
The TV licence fee is set by the Government (specifically the Department of Culture, Media and Sport) and in January 2007 the annual April fee increases were put in place for the next six years to 2012.
Morning paraffin, lil, craft and kempie, are you all well on this rather dull morning in Newcastle, back to the post...lol, it'll be us, the public who pick up this tab, Johnathon Woss is laughing all the way to the bank...ok, he was suspended for a while but he wouldn't have felt the impact at all, personally I can't stand the bloke....he should be made to pay the bloody fine!
