Is there any system whereby a charity could reuse/recycle these?

I often send in my old recorded videos to the local charity shops and I believe they do send them off to be recycled if they are unuseable. I got told that they will re-record over the existing material (via a non tuned in channel) to wipe them clean to re-sell.
