New legislative powers for Wales?

As a result of the Government of Wales Act 2006, Wales has a new range of legislative powers, including the ability to make Assembly Measures. In practice, I don't think the new powers will mean that much for Wales given that the Assembly will still need to gain legislative compentency from Westminster before being able to draft Measures. What do you think the new powers will mean for Wales?
