Communial Sky Problems

Hi, I live in a flat which has a communial Sky Dish, however I have experienced problems with sky since day one..Some days it works fine, others it doesn't work at all.
I have been onto the Maintenenance company over a dozen times and keep being told that they are trying to get in touch with the installation company. This is really annoying me now, does anyone know where I stand legally or any suggestions on what I should do next??
