It derives I believe from the completion of the dressing of an Officer in Military dress uniform. ( that is an educated guess)

It could also mean that you were popular to kick, as in "that ****** Cristiano Ronaldo will be really popular to boot next season". Although that could just be wishful thinking on my part.
