i work for a chemical company and some of its employes drive a class 2 vehicle but dont have the correct licence for this vehicle.

I assume you mean they drive it on company property.

If that's the case, there's no law against it as such, but the company will need to show that the person driving is fit and safe to do so, and is doing it with appropriate permission. Otherwise they could be in breach of health and safety at work regulations.
