He was in the Navy at one time - I read somewhere all the officers had elocution lessons, so that might explain it.

Maybe bhg,his forecasts always seem very formal.

I went to university with him. He was involved in the forces at the time in some way I recall. Did Economics I think. I also recall he was the only student who wore a tie when we were all in jeans and sex pistols t shirts.
